Sounds like a HDD issue, but if that was the case it should boot to a black screen with text that says something like insert a boot device. Can you try the HDD in another PC as a start ?

I have another HDD in a drawer that went to an old laptop but would that cause any problems?

It did the exact same thing

 

I did a little bit of googling, try this.

 

1) Unplug the adapter.

2) Take out the battery and push the power button for 30 seconds.

3) Just plug the adapter and push the power button. Reply with what happens.

I doesn't say that under the boot section it just says:

Boot Configuration

Fast Boot [Enabled]

Launch CSM [Disabled]

Boot Option Priorities

Delete Boot Options

 

Probably Boot Option Priorities. Just check it out, when you see mentions od cd/dvd drive, HDD and similar.
