well steam games are already on the cloud after you buy them, with all of the saves in each game. So if thats your question, with a HDD you can just redownload the game and pick up where you left off. Just be sure you have steam-cloud enabled and do a backup before switching drives.

Valve will back up most game saves to their cloud servers, so long as you are connected to the web when you finish playing. This process is automatic so you don't have to worry about it. If you need to recover asset data, just redownload it.
