o, i'm trying to make it so my friend can get on telnet. They are using a surface pro 3, I have enabled the telnet features in windows, and neither putty or command prompt can connect. command prompt gives an error message stating it can't connect to port 23. Ideas? Port 23 is the correct port btw.

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.

opened the ports?

Have you tried checking if the service is started? In command prompt it would be "telnet 127.0.0.1 23" You may need to enable the server in services.msc https://technet.microsoft.com/en-us/library/cc732046%28v=ws.10%29.aspxIf it works on your local subnet then try adding an exception to the windows firewall and makign sure your router has the port forwarded. I would also look into configuring a user name and password https://technet.microsoft.com/en-us/library/cc754837%28v=ws.10%29.aspx Under authentication
