Not exactly sure what to call this or query in my troubleshooting. Basically when downloading or loading pages on the Steam client and connecting to some overseas websites I get incredibly poor performance with slow speeds causing downloads to often pause, pages to simply not load or take forever and frequently have issues with webpages having poor formatting.
 
Took a gander through some firewall settings to see if it was causing anything to play up where I discovered Avast can do a trace of a connection in use to see where you are connecting to which revealed horrible pathing / routes to get to the server I am trying to connect to.
 
Any way to stop this from happening?

Open up Steam settings and look in the Downloads tab, there should be a section called download region make sure that is set to your correct region. I have similar experiences when I'm trying to load pages of websites that are hosted in Australia for example, it's normal.
