Could This Be What Was Causing The Problem

So I have been having issues with my computer which involves my computer freezing on the boot screen. This only happens when my computer has been turned off for a while but not too long. To fix this I changed the POST delay from 3-9 seconds and POW! fixed. Could that have been causing this issue?
