Can someone please explain this card to me? All it is is just dual 760 gpus on a single pcb right? If so why does it perform better than a 780? Wouldn't it just be the equivalent of two 760's in sli?

It is the equivalent of 2 760s in SLI, which out perform a 780.

 

I remember investigating it originally as a possible card for my system, got a 780 instead.

The 760 Mars, has two GK104 chips on a single PCB.

It is essentially a SLI 760's in a double slot form factor.

It's like an aircooled 295x2 only with 760s and not 290x's. So two gtx 760's in sli on one pcb. It only has 2gb of vram so I wouldn't consider it even at 1080p unless it has a really good price.
