I have tried all power saving methods and rarely does my CPU downclock for long.

 

Is there a special way of doing it?

 

It seems to only downclock when i'm literally doing nothing on the desktop.

 

Is there a way to say set it at 1.6GHz until 20% load?

As far as I know you cannot.  Your CPU isn't downclocking because it is running lots of processes.  Anytime a thread is working on a process it is going to increase its clock.  Each of my cores is constantly switching the ratio from anywhere between 16x to 45x.  If yours seems to be never down clock it could be because you have background processes that are constantly running, not letting your CPU downclock.  Anyone of my CPU cores never stays at 16x for more than a second.  Try opening task manager and see which processes are using more than 0% CPU time.  Even better, open resource monitor and look at the averages for each process.

Which is why offset voltage is pretty redundant.

 

Just go manual and get the best temps when at load, when temps actually matter.

Nah, I prefer to keep both pretty balanced.

I found out the problem was because I had unparked my CPU Cores for better BF4 performance.

 

Now it seems to be downclocking great :)
