I know that I have to do something with the tangents and stuff but I don't really know. Sorry if this is annoying but I really need help with this :/ .

CF and CD both have to be the same, because they're both coming from a point and hitting a tangent of the same circle.

 

Same goes for AD and AE.

 

Therefore AD = 12 and DC is 15

 

Add them together to get your answer: 27.

Here's a picture illustrating why it works that way. If you draw the yellow line, you'll see that Sin(.5b)=r/(EB)=r/(BF), therefore EB=BF.

It's been a while since I took geometry, but I remember drawing a lot of pictures! Drawing out the problem really helped me to understand it :)
