... Use my old watercooling components, such as Rad, CPU Block, and fittings, even though i have used them in a previous watercooling loop. The Rad is still in the the PC that i use daily, therefore i think it still get hot, as usually my whole PC gets hot. The rest of the components are just laying around in the garage.

 

So just wanna make sure i can re-use these parts even though i had used them in a previous loop which i had running about 2 years ago.

I would make sure to rinse them out and dust the rad off, but so long as nothing is leaking, it's fine.

 

I would get new tubing though.

Yep, just make sure they are clean before installing them in another system.

Distilled water does the job. Also make sure the parts are not broken and don't leak. Good luck! :)
