That is about the performance that you will get with that card.

What are you smoking?

it looks to be your cpu is the bottleneck, and 8 Gb's of ram would help.

yea but i thought id be able to play my games like normal i didn't expect to get lower fps form a some what high end card but if it is can the cpu impact the prefromance so much that i get lower fps in cs go with the new card then with the old one?

yea but the thing is on my r7 i was getting 100+ but now 60-40 can the cpu do that?

I suggest that you reinstall your drivers.

In some cases, you just need to reboot your computer a few times as Windows needs to "verify" what this new card is.

For an example, just by swapping my two HD 7970's (AKA R9-280X) around (different PCI-E slots) it takes Windows some time and a reboot to have everything running smoothly.

The R9-280X requires TWO PCI-E power connections to operate properly. I doubt your 400W will have two built-in.

How are you powering your card? Are you using any Molex-to-PCI-E adapters?

Additionally, check the in-game video settings for your games. Since you upgraded to the much powerful card, the game(s) may have Auto-detected your new card and cranked the settings up. I know for a fact, BF4 will do that.

r9 280x 4 gb ram intel pentium g3220 400W PSU  my specs

Definitely the cpu. Plus, 400 watt is really cutting it close but it should be fine with your current cpu

yea but the thing is on my r7 i was getting 100+ but now 60-40 can the cpu do that?

The thing is that your r7 250 was able to run at its rated specs. If your gpu is always underclocking, it is certain that you will not get the expected performance.
