Problems with GPU

Hello i just got my r9 280x witch is a upgrade from the r7 250 oc i had.So the problem is i don't know the problem i just tried to play bf3 low 30 fps medium 30 fps ultra 30 fps can some one help i did get some stuttering in spec ops the line i don't know if the drivers i need are not ther ore cpu is a bottleneck or the PSU plz help me solve this.
