Help with some streaming PC questions?

So, I have a few questions about having a set up to Stream Games from my PC (which is upstairs with an Ethernet cable to the router) to a computer downstairs onto a TV. (PC specs are Signature below).

1.) What are the "best components" for the receiving  PC (the downstairs PC)? Aka, do I need a good CPU or GPU? What do you recommend?

2.) How will it be done, can I just connect the receiving PC (the downstairs) to the router with an Ethernet Cable?

3.) Got any recommendations on what to use for hardware/software/methods?

4.) What software do I need to stream from 1 PC to another?

Please say I have missed anything out and I will edit it in. - Thanks in advance!  :D

EDIT:

5.) Would it be best to run Windows for the receiving PC, or another OS?

CPU: i5 4670k @ 3.4GHz + Corsair H100i      GPU: Gigabyte GTX 680 SOC (+215 Core|+162 Mem)     SSD: Kingston V300 240GB (OS)      Headset: Logitech G930

Case: Cosair Vengance C70 (white)                RAM: 16GB TeamGroup Elite Black DDR3 1600MHz       HDD: 1TB WD Blue                              Mouse: Logitech G602

OS: Windows 7 Home Premium                       PSUXFX Core Edition 750w                                                Motherboard: MSI Z97-G45               Keyboard: Logitech G510

So basically you want to control the computer upstairs with the downstairs computer and stream what you're doing?
If so, your upstairs computer will be the streamer and host, this will be the beefy pc of the two.
The receiving computer doesn't have to be amazing like the upstairs computer, it can just be basic.
Both computers will be connected to the router and you will control the other with some sort of software.
Don't really know any great software apart from steams in home streaming from the top of my head.
Don't know about the software, again.
Just use Windows on both rigs.

I thought you meant control another computer and stream to twitch or something haha, just use steam in home streaming :)

When you are logged into steam on both computers, a "stream" button will appear on the games as well as the usual "play" button. This will run the game on the computer upstairs when you click it on the computer downstairs.

PC GAMER did an article about Steam in home streaming on a Raspberry Pi.

If I was you, I'd get the Pi, and invest into upgrading the upstairs PC or beefing up the home network.

http://www.pcgamer.com/turning-the-raspberry-pi-2-into-a-35-streaming-pc/

However, you need knowledge on Linux to set it up.

Hmm ok, I will take a read. Thanks
