OK, so i just noticed most of the games i'm playing are stuttering - payday 2, counter strike global offensive, dead island, insurgency... list goes on. When i have vsync on on 60hz the stuttering is very bad. On 120hz its a bit better, but i can still feel itand its really annoying, the game doesn't feel smooth at all. I tried with vsync off - it gets even worse. I tried windowsed mode too - no result. The only games i can feel smoothness are battlefield 3 and 4(120hz, 120fps, vsync on).

Cpu is getting at 60c

Gpu barely passes 70c

vrm1 is usually hotter and ges to 80c, but thats it. So its not system overheating.

Theres people runing on G550M with the same gpu and its all fine, so surely its not the psu.

How do i test with the latency tool?

 

Click Play and check if there is any driver stalling your CPU time causing stutters. Run your game while it's running for a few mins.

download parkcontrol and disable Core parking AC and DC like so, but leave frequency scaling alone. hit apply and it will save settings for whatever windows power profile you are using. disabling core parking should help improve some cases of stuttering. you can also disable core parking using other methods, this way is just the easiest.

I thought its unlocked on default on windows 8.1? Heres a pic from default settings, do i need to change anything?:

 

nah, in windows high performance mode core parking is automatically disabled. you're good.

I see no problem there, try kill mom.exe and ccc.exe. Sometimes those 2 don't play nice. 

 

Also if you use MSI Afterburner frame limiter, try to disable it.

That look somewhat similar to my problem with rFactor 2 last time. Are you using MSI Afterburner/RTSS frame limiter?

 

 

 

 

Anyway, i noticed in your LatencyMon screenshot HDAudioBus and storport get quite high ISR count, i suggest try disabling HD Audio device manager or update the driver. Not sure what to do with storport though... 

 

You graphic card voltage is too high imo, try reduce it. I even undervolt mine.

 

Try disable some CPU power saving feature in BIOS like C1E, EIST, etc. 

 

 

 

 

This is after i disabled Afterburner/RTSS frame limiter btw.

If you only have one audio device, try download the latest driver.

Perfectly normal for a 290.

My two cents worth:

 

The temperatures are OK.  PSU is more than enough.  

 

Did you try giving the card a bit more voltage? or maybe even better running it on a fixed voltage. Upping the voltage just a tad helped me with weird screen flickering problems. 

 

 

Try a fixed voltage for your CPU.  Did you OC your ram? are you running it in an XMP profile? If so, you might want to get rid of that.

 

Try Aida64 and run the GPU tests to see if you get any errors.  

 

Have you tried Windows 7? 

 

Can you try another AMD card?
