I know the L9i can keep a 4690 cool at stock speeds with a decent bit of airflow and in an open place, but how well would it cool one in cramped conditions with little airflow?

There's about 24mm of space above the cooler at the most, with a minimum of around 15mm if I got the measurements wrong. Fans either side of the motherboard are 60mm x10mm fans that would kick out around 12cfm blowing down over the board (Towards the PCIE slots). GPUs would be in their own isolated area and therefore not massively affected by any heat produces by the CPU/RAM/Motherboard.

 

CPU would be undervolted and kept at stock speeds, so it's TDP should be lower than usual but it's all just a pipe dream at the minute so there are no real numbers or a guarantee that it will happen, but I at least want the design work there for if it ever does happen.

Seeing as you have fans blowing straight over the cooler I wouldn't see why not.

Get an "S" CPU if you're really worried about heat output.

An S is just a factory under clocked and undervolted version from what I understand, and I could just get the same results going for a regular 4690 or a K model if it's cheap since I can undefvolt down to the same TDP

But I was more worried about the fans blowing on the heatsink and what that would do to the exhaust air, unless I oriented it so the fins were pointing toward the RAM slots.
