I saw r9 280x for PHP 9000 (USD 203)
And the brand new of that is PHP12 850 (USD 290)
Btw: The cooler is vapor x dual

And im on a tight budget

Well, these cards are popular for mining E-Coins so be careful because cards that have been used for mining usually dont live long......

I call BS, my 6970 mined since 2011 till end 2014 and is working fine in my second gaming machine.
