What can I do if I bought iPhone 4s but I cloud is lock pls help

Is it your iCloud account? If not, there is nothing that you can do. Since the lock is server-side, you cannot "hack" your way into it via jailbreak or another method. If you bought it via online, I'd ask for a refund as it's as good as a pile of parts.

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

And no - there is no way for you to fix it. It is iCloud locked forever, unless you can find the original owner and chances are that it is stolen.
