Can you expand what you mean by "Remote Web Access"?

I roll with sigs off so I have no idea what you're advertising.

This is NOT the signature you are looking for.

Perhaps try a version of XBMC on any linux as it has a built in FTP server and Samba. Backup could probably quite easily be set up with other programs :)
As KillerRabbit said: Try using vnc for remote access on a GUI.

For Ubuntu (Linux in General) there's something called webmin (http://www.webmin.com/)

This acts as a frontend for linux (i use it with my ubuntu server setup) for remote management with my browser.

There is freenas, nas4free and some other distributions (forgot names) which is built for nas usage, but not for htpc without huge modifications.

I think you need to find loose packages and build a custom solution.

You can easily add a GUI like KDE or unity, why Linux server based OS's don't come with a GUI is because they are mainly aimed for enterprise grade clients where a GUI would just add unnecessary overhead. Command line would be the most effective way to run a server for advanced users.
