I don't use Aida as benchmarking/stess test in general so I don't know if that is normal for that software. But in general you will see some fluctuation. Which temp you are watching? For single core the jumps are normal when software give different loads per core. If the package jumps around like that its either that software has cycles in stressing or that you should check that mounting. Having cores with up to 10C difference in temps is also normal since thermal paste in IHS isn't smooth.

Benchmarking my 4790k, I realize that the temperature fluctuates a lot.  It can sit at around 65, jump to around 72-74, and then drop back down really quickly.  Is this normal use during Aida 64?  Or is it a sign that I should try reseating the cpu cooler?

Completely normal, and those are good temps for AIDA (not sure where your voltage is at -but the temps are safe).

 

Nearly all benchmarking utilities will run ~70-80% load briefly in between testing sequences, then blast to 100%. It's a more stressful test, think of it like getting your car to 100, slamming on the brakes to get to 50, then flooring it again.
