UE4 question

Hey,

Sorry for asking this n00b question, but when a game developer (like Rockstar) wants to create a new big area (like a city or outskirts), do you think they use their game engine for the entire scene? Is it possible to use UE4 to make an entire city (maybe as big as NYC) using only 1 project?
