New problems with cs or driver software?

Since I last got here i had issues with my OS. Now I am here again with new problems.

 

My problem is if I play CS GO my GPU just doesn't load up fully. What I mean with this is if I play CS and watch MSI Afterburner on my secound screen it just chills around 30-50 % instead of the full loading power (or may be just 70-90%). This causes FPS issues. They are stable at 90-150 FPS and it never goes above these numbers. I have tried many different GPU and In-Game settings. Both GPU and CS is up to date.

 

I think this is a software issue because the temps aren't high either and I don't think it's an hardware issue.

 

Well I will upgrade soon anyway to a GTX 980 Super Jetstream or do you guys now when the new GTX serie is coming out?

Do you have the laptop power saving mode in CSGO enabled?

If so, disable it
