GPU OC not working?

Running 3dMark Fire Strike.  I am getting scores around 9200.  I have used Precision X and MSI AB and I cannot get my core clock above 1380Mhz.  From default clock all the way up to +300Mhz it is still only 1380Mhz.  I have run it a dozen times and only on the very first OC it ran at 1580Mhz.  Temps are fine, less than 60C.  Any ideas.  Yes I did hit "apply"

After doing my first dozen runs with Precision X I switched to MSI AB.

MSI AB has the same "windows" button, which I have selected.  It still does not increase the over clock.  Does EVGA have this locked down?  I can change the fan curve and that works.  It's just odd that on only one run it when above 1380Mhz.
