well the only way for people to get others info is to know there username and password and that's why I have a security networker that dose all the security stuff

Go non k cpu's cause you aint wanna oc 40 pc's and have the chance to get a random BSOD, also no need to get an cpu cooler for oc'ing (the stock will suffice)
And mini-ITX for obvious reasons (40 pc take alot of space) also the Prodigy looks cool as f**k and have a bunch of diffrent colours
 
This is overall what you want to get for a lan gaming center, lots of power in a small form

I think you can save money buying an H chipset instead of z97. I dont see much point into overclocking 40 game stations to get cpu benefits from a mid-range product. 

You can save on ram too, 2x4GB of ram are still enough to play decently. And micro ATX can allow you to boost to 16GB (above that you need to replace all ram) giving enough future proof for the next years.

 

Also, I notice you didn't consider any hard disks?

No need to get a Z97 board with a non K cpu ( i doesnt make sense) get a H97 board around 100 bucks, you can also get cheaper 1600mhz 16GB ram kits.

Since you are buying 40 of them, i5-4460S might be a better choice for processor. The 20W TDP difference can add up.

Also you are required to use Steam Cyber Café licence http://cafe.steampowered.com and you should contact with EA too.

Don't encourage people to use their own account in public places!

If you want to allow them to do that, you should revert the changes after every restart or log-off. Windows 7 has some stuff to achive Steady State, you can use the easier steadierstate.com, but i don't know if they work on Win8.

You can also consider to use Drive Vaccine PC Restore, Deep Freeze or a similar softwares which of course add to the price/pc, but they have useful features like Remote control, Restore on logoff and Exclude files/folders.
