pc remote desktop

This is a reoccurring topic I'm sure but i have different plans for what i am doing. The most note able being start up and turn off, file sharing, and server mimicking (not always on type of server). The first being how do i start my pc other than pressing the power button? Second being file sharing, windows file sharing is a joke, and server i guess mimicking due to the fact that this is a gaming pc that Is not meant to be always on because it is overlocked and water cooled. I have parallels, it works, but is not ideal because its for pc access from a phone or tablet. What does all of this?
