OS and monitor must be included, his budget is $900 minus the ~$250 for the monitor and OS. So its like $650

No SSD? I'd rather have a slightly lower end GPU for a faster all around PC

You need a dvd drive for that os.

since when? 2005? you can put the OS on a USB or use and external DVD.

 

You can even download the ISO file for the win 8.1.

I get the i3 part if they plan to go to a i5 in the near future, but really they should wait until they can afford the basic i5 or bite the bullet and OC a 8320.

i would replace the hdd for a 120gb sdd if posible and getting a h97 or z97 unless you can flash the bios with a older cpu

i would love to get an h/z 97 board but even an h97 is like $30 more. That $30 over buget

does it have to be intel?

because i recently made a build with a athlon x4 (witch is a cuad core)and it turned out great with no bottle necking a r7 260x nor a r9 280 in your case. you can get a mobo plus cpu for lower the price
