Windows is laggy

So, I've had a ton of issues with this computer I built and most of them I have fixed but, I currently have an issue which is extremely annoying. Sometimes windows will become laggy and the animations appear to have some kind of fps lag type thing that happens.

 

When I drag windows, they skip around. When I maximize a window it looks extremely bad.

 

Sometimes it will be smooth like it should and then It will become suddenly laggy. I can also fix the issue for a couple seconds by changing my desktop background.

If you disable SLI does this happen?. Also check your performance monitor, see if its set to adjust for best appearance.

Make sure your display cable connecting to your monitor is plugged into the graphics card rather than the motherboard. This is a common mistake. Also you may want to double check for drivers on the Geforce website and run a virus scan.

It could be a driver issue maybe? try going back to a previous driver.

I actually updated because I was hoping it would fix the issue.
