Crazy CS:Go Stutter

gtx 770 sli 

i5 4750k  

8gb Ram 

win 8.1

650watt power 

I am having huge issues with CsGo. I keep getting these "stutters" ingame which is sriving me insane and causing me to Derank. I tried running on one card and had same issue as with Sli. Also I never physically see my FPS go down to a "Lag" point but it will go from 300-190 sometime randomly in game. Finally, I Uninstalled GeForce from computer.

I'm fairly certain it's not you, CS:GO has been steadily decreasing in quality (regarding crashes and stuttering) ever since the Arms Deal update. Although why would you uninstall GeForce Experience? I don't see how that could fix the problem.

Well i was willing to try anything and when i uninstalled GeForce frames on most of my games has gone up
