That's just in your browser settings.

In win 8 pc settings, i get disk space saying all i have is on the ssd. is that the way it should be. also, are there any files, such as program files in need do move to the hdd so the ssd is clear of anything but windows

how do i default everything to install on the hdd

You'd have to make a symlink for Program Files and Program Files (x86) while booted into a liveCD of Linux/OSX/BSD, but that pretty much defeats the entire point of getting an SSD. You'll have to manually specify the directory on the HDD on your own while installing.
