I don't think either actually...Windows 8.1 has some known ehhhermm *issues* with background tasks running crazy. If there is a way you can find out what process/service is causing the issue, we can help you resolve it.

If you can take a screenshot from 2 locations, it would be very helpful

A)Task Manager - Disk

B)Resource Monitor - Disk (you can view resource monitor by clicking it in task manager window)

Sometimes this is connected to superfetch... Try temporarily disabling it and see if it helps. Also check the SMART status of the drive.

Open an elevated command prompt, type the following:

net.exe stop superfetch

net.exe stop "windows search"   (with the quotes)

BITS is also a likely culprit - you can stop this by searching in your charm menu for "view local services"  You should see a service called "Background Intelligent Transfer Service" - Stop it, and then reboot your computer

So guys, i've been trying to execute your methods however due to the most basic windows things not responding (even ctrl + alt + del) i have not been able to, so know i'm lost at what to do, what do you suggest? I can try and search yet it fails to work and i try opening applications and it just completely stops and i have to force restart

If you are unable to accomplish even a basic task, you really have no choice but to refresh PC from a windows USB drive. Also, as someone mentioned earlier, you need to check your S.M.A.R.T status to see if you have hardware failure or not.

Via the command prompt(from USB disk or Windows)

wmic diskdrive get status
