Asrock code 99

I'm really confused on what I might have done wrong. I have an Asrock 990fx extreme4 mobo and everything is spinning up, the power supply, the graphics card, the cpu fans, chassis fans everything. But my mobo just cycles through a bunch of numbers and stops on 99, and there is no boot sound whatsoever. And then if I turn everything off and unplug the power, the cpu fans still spin
