How noticeable would a response time of 14ms be compared 2 a response rate of 5ms? Especially if I had never known any better.

Thanks

It is noticeable enough to be annoying to many people.

And hello fellow Oregonian.

Howdy!! Whereabouts? The reason I ask is, I went to Fry's today and bought this:

I saw it on Amazon for 328 bucks, it was on sale for 219 bucks. Only after did I look closely at the response rate.

It's always a good day if you woke up breathing.

at 60Hz, technically if that response time is black to black (off to colour then off again) then it should be fine, as 16.67ms would be the max refresh of the monitor. But there's no way to really know what response time they're talking about. Some monitors' response times are "at best" and some other colours have slower response times, and it can piss people off. But there's honestly no negatives if the MAX response time is under the refresh rate of the monitor.

I have finally moved to a desktop. Also my guides are outdated as hell.
