His CPU, RAM and PSU are fine. So my suggestion is to get a 1440p display now, and live with it for some long years to come. As well as a gtx 970, and a 250gb SSD. If you'd like a 25' monitor instead of the regular "huge"27, you could also drop the SSD and get the Dell U2515H, as it is a 1440p monitor as well.

My friend is looking for some advice to upgrade his current rig, maybe include SSD, better graphics and such. He is mainly looking to play games at High/Ultra settings at 1080p. Just wanted to know what his options could be with a $800 budget.

A samsung 850 Evo 250GB alongside an R9 290x would be good.

 

But there are other options out there in terms of graphics card are within budget such as a GTX 970, 970 in sli, 290/290x in crossfire, GTX 980, R9 295x2 (but you will need a new PSu for that)
