cant boot or install windows

Hi so I just got my x79 classified board back from evga that I rmad today.  But im still having the same issue. that is, I cant boot to windows or install it.  I can get into the bios, change settings, but whenever I try to boot from my hdd or ssd, the board just restarts and does this constantly until I interfere.  If I try to boot from a cd drive with a windows install disk on it, I get the windows 8 logo on my screen for about 30 seconds then the system reboots. I have tried using a usb dvd drive for installation and received the same results.  I can get into the bios and am able to change the settings.  Im really stumped at this point.  EVGA dosnt have any advice for me and I feel like ive tried just about everything.  Any help would be appreciated.

make sure everything is plugged in tightly ? Is the sata cable connected ?

yeah ive tried several cables, even used my usb dvd drive, and swapped out power supplies.

Make sure that there isnt a secure boot option turned on.
