I need a build strictly under $500 (No wiggle room, cannot go over). I require 8GB of RAM, 1TB of storage, and at least 3.0 Ghz on the CPU. I also require an optical drive and a Wireless wifi adapter. The rest of the money can go on other stuff such as a dedicated GPU. This is what I have, I'm free to change it at any time. I have windows, and all appliances for the build. This is for a friend. My ZIP area is 92677. Use that as an advantage. No rebates.

What exactly is this friend wanting to do/play on this rig?

Shot through the heart and you're to blame, 30fps and i'll pirate your game - Bon Jovi

Take me down to the console city where the games are blurry and the frames are thirty - Guns N' Roses

Arguing with religious people is like explaining to your mother that online games can't be paused...

If you're just getting a hard drive and no ssd you need 7200RPM. I would go with something like this because it'll perform better than what you have there.

This is what I'd recommend - use an A10 as the GPU, get 2400Mhz ram to support it, and get a good wireless card.

The ZIP code of my general area is 92677, USA. so use that. Most of your builds exceed the $500 limit in my area, or are just missing the WiFi adapter. Some aren't even compatible with the case you guys choose (listed at the bottom). My client does not have ethernet access and will be doing simple gaming, no streaming and such.

There is also no overlocking to be done to this build, so stock cooling should be fine. This is a fully performance and budget oriented build, and I would like no rebates. If there is a window to the case you choose, please try to color match it correctly. (Such as blue-blue, blue-black, etc.)

Thats the main task here i guess. Thanks for the help though!

I wouldn't pair an X4 860k with an R9 280 as you'll start running into some bottlenecks. Usually I'd suggest stretching the budget for an i5, even dropping down to 4GB of memory to fit one in since it's that important and you can easily get away with 4GB of memory if you don't keep everything open all the time. Besides, you can always throw in a second 4GB stick, but cant simply throw in two more CPU cores. If you're willing to make that tradeoff (and forego the WiFi), then this is what I'd get (note: it does require rebates, unfortunately):

I wouldn't pair an X4 860k with an R9 280 as you'll start running into some bottlenecks. Usually I'd suggest stretching the budget for an i5, even dropping down to 4GB of memory to fit one in since it's that important and you can easily get away with 4GB of memory if you don't keep everything open all the time. Besides, you can always throw in a second 4GB stick, but cant simply throw in two more CPU cores. If you're willing to make that tradeoff (and forego the WiFi), then this is what I'd get (note: it does require rebates, unfortunately):

I Cannot make this any clearer. I cannot go over $500. So the top build will do. But if thats gonna get bottlenecked then the build above you is gonna do fine.

Oh, they're the same build (i3-4130 + R9 270). He just chose a cheaper case without dust filters and cable management and a cheaper PSU. Also he put in a very cheap USB WiFi dongle instead of a PCIE 1x dual band WiFi Card.

If you really care about WiFi, you'll use the card in my build. Those USB WiFi dongles have poor range and signal strength, and the PCIE WiFi card in mine actually supports dual band. Definitely worth the added cost in my opinion. The Optical drive is really useless these days, as even the operating system can be done with a flash drive and physical media is dead.

My friend wanted AMD, so cancel that out. Will this build work? Also will a PCIe even fit?

here...while is somewhat nice here is a better one...that R9 270 will beat the 750ti......and no point in getting such a expensive case, when you can use that on other parts...
