Windows 8 OEM ? HELP

I saw a really nice offer of 50€ for the Windows 8 64bit version but it says OEM what does that mean? And is it worth to buy? And why is it so much cheaper?

OEM means it's bound to your motherboard, you CAN NOT put that key on another system.

 

Not true at all, you can phone activate it.

You cannot put an OEM key on another system, period.

 

I have done it many times with Windows 8.1/XP/7.

I have done it many times with Windows 8.1/XP/7.

Was it an OEM license? Because I've tried, it does NOT work.

Yeah they were OEM licences from company's like DELL/HP etc and put them onto other computers.
