Terrible Stuttering

Nevermind, I found the culprit... Google Chrome, sorry! Google Chrome was running invisibly in the background and my PC for whatever hates that browser... lol

So... I was playing LoL only to notice my framerate jumping back and forth between 140fps+ down to 20. So I restarted my computer and that didn't seem to help. Then I tried another game, Minecraft, as I know that I can achieve steady framerate and it's easy to test. Same thing in Minecraft. Only, when the screen moves in BOTH games do I lose the frame rate and get the stutter. If I move my mouse or my character I instantly start lagging. If I watch the scenery standing still, flawless framerate. I have never ever heard of an issue like this.

 

I opened up MSI Afterburner (My specs are in my sig thing) and noticed that when I got these lag spikes my, my GPU usage shot down to 20% from about 60-70 in Minecraft. CPU usage had no relationship with the lag spikes however. Temperatures are absolute fine. CPU idle at 27C, 45C under load. GPU on both games at around a constant 40C. I am SO confused. Everything worked fine yesterday with no issues. I installed a windows update last night before bed (Windows 8.1 Pro) so I don't know if that has anything to do with it. Any help or advice will be greatly appreciated! Thanks.

 

Edit: Also video playback is fine as well, I've very confused :C
