For my first post, I thought I'd see if any of you awesome people could help pinpoint this problem. :D

To explain it the best I can: When my system loses power and dies, then gets power back right after or later, it's seemly only half on. Everything looks like it's running, but there's no display signal, usb power or anything. In most cases, I can just shut it down totally, give it a few minutes, then power back on and everything is fine. However, there are times where something with the ram screws up and I have to shuffle the sticks around to get things working properly again.

After that, everything is just fine. I asked a while back on another site and the only real answer was to replace my power supply, which I did. Of course, that didn't fix it. Could it possibly be a mobo issue?

If you say you shuffle around the RAM then I suggest that it is the RAM or the RAM slots. I had an old motherboard that did a similar thing with the RAM, my PC would just not boot unless I took out the RAM and put it back in again.
