Overclocking has relatively low impact on motherboards, especially on the Intel x79 side, since all of them are quite decently built. Between those two options, you will pretty much be limited by temps first before the board. The Rampage X79 is mostly for LN2 overclocking, something which I doubt you will be doing so imo there is no point of paying the premium for, unless you really want to. If you overclock your chip and stay below 1.35V-1.40V you will not be damaging your chip and degradation is not expected, that's of course if you stay within the TDP of your chip. These voltages are deemed to be safe for 24/7 operation and usage of your overclock. Also try to stay below 80-85C, while stress testing. This will ensure that you will preserve the life span of your chip, and again there will be no noticeable degradation.

Well the Rampage has better VRM, but unless u are using LN2 or pushing past 5Ghz, it should make little to no difference

66.8°C is maximum temperate mention in the official website below

To be honest, that's not really something to go for always. My 4930k (same TCase) has currently been running at around 60~75C 24/7 for about two months now. You need only worry beyond the 80C mark, but the CPU will normally throttle itself back before too high temperatures become an issue.

As for the motherboard, I can recommend the X79 Deluxe. Apart from giving you near identical performance, it also comes in at a lower price. I would only use the Rampage if I was going to use Quad-SLI/X-Fire. For general use, then the Deluxe is just as good. I could even argue that it's better due to Wifi and alike that you get with it.

Well the Rampage 4 Black Edition has the same wifi and even better audio
