Well I've tried bumping it to 100% but it seems like the fans RPM is actually falling, not the %.

If you go to 0 I assume it stops right?

Have you tried the driver update?

Hows the warranty?  Can you still get an RMA?

 

Try it in a different PC to see if it's the card or something else.

Pretty much, latest beta driver installed, and the warranty shot, had to change the thermal paste :,(

 

and I tried switching the GFX cards and it works fine on none xfire.

If you have another PCI-E Lane try it in that.  otherwise try your second GPU in the 1st PCI-E slot on the mobo... it may be that the PCI-E slot is dying or such.
