Steam download issues

When I download a Steam game, it seems like the download will stop if I leave the window, then say "Update required" and "scheduled for". I have rebooted, tested for RAM errors, tested my HDD, uninstalled and reinstalled Steam, and restarted my PC. Nothing fixed it. I have tired to replicate the issue on my laptop and got nothing.
