My AMD FX 8350 consistently stays around 4100 MHz, even while idling. This causes my temps to increase, and the fan to be loud while the system itself is doing nothing. Is this normal, or is the CPU supposed to enter some sort of power saving mode. If so, do I need AMD catalyst to be installed in order to do so?

Did you change the Cpu Power in Windows or Disable any features in the Bios?

Did you change the Cpu Power in Windows or Disable any features in the Bios?

I didn't knowingly change anything, except turning the hard drive mode from AHCI to IDE in order to get windows to boot. Would this have caused the issue?

Catalyst is for AMD's GPU's mate. You need to enter your BIOS, and enable cool n' quiet etc for your cpu.

 

Btw, is this a new issue which has only started happening, or have you only recently built your rig and this has been the case since day 1?

No that shouldn't cause any issues.
