I'm going to get a job after school gets out for the summer and work my but off to save up for a new gaming rig (my current one only has a GTX 750). This is what I was planning on getting: http://pcpartpicker.com/user/cookie_yoda_365/saved/GPzG3C

I would personally get a lower end intel CPU so that you can upgrade in the future.

Or just get an i5 4790K and you will wreck.

I'm getting the 8350 because the lowest end i5 id about $180, and doesn't have all that great specs. Plus AMD black editions are a lot cheaper than the cheapest intel i5 K series CPU.

Nope. That Zotac is the cheapest 970, according to PCPartpicker. The other option for the same price is the PNY, but it's a blower. 

 

I would go for something like a Gigabyte or MSI, but they cost more.. And in the end, it's still just a few FPS at most. I wouldnt worry too much about it. 

 

However, yes, if you wanted better performance and/or silence, there are better options, but they cost more

I would keep the fans. The 210 only has one fan included as exhaust (IIRC). I would keep the two fans and set them up as intake

I sorta doubt that. Maybe it's pulling that much at idle, but NO WAY it's pulling only that much at full load. Plus if you're overlocking, that's going to make it pull even more. 

 

750 is a safe bet for SLI. 650 is pushing it. Just google "GTX 970 SLI PSU wattage" The first few results say likewise

I don't really plan on upgrading for a while (2 - 3 years at least) and when I do upgrade, I'll probably go with a single new top of the line gpu from nvidia (nvidia fan (not fanboy)) then, so sli is out of the question for me

To be honest, I think the CPU cooler should have been the 212 instead. But OP seems to like the be quiet! option, so I let it at that. The 212 is legendary, not worth getting the h55 over it. Even more, when you consider the CPU, a humble 4690k.

I know, I have a 212 running on my 3570K.  I have a 120mm AIO on my Phenom II X6, I really like that little thing... but it does cost 20%-30% more.
