I am looking for a silent laptop to use on set when recording. I need it to be able to offload footage from SD/SSD , would be great to be able to have dual drives (ie one where the optical bay would be) so I can change out HDDs partway through the day. The internal specs are not super important as I would like the keep the price down as low as possible so I won't be listing a budget just try to stay really low. I am in Canada so only products I can buy here as import taxes are insanely high.

I, personally, would go for something like a Macbook Air:

They're really portable and VERY quiet under small-medium workloads.

For storage the Air lacks, but with thunderbolt expansion is easy and speeds are fast. I would look at 1-2 thunderbolt portable hard drives like this:

Hope this helps.

You know that guy that games on a MacBook? I'm that guy.

I don't think I want to go with a Mac because of the cost. I the cost for those drives are also way too much to be reasonable.
