i recently purchased a GTX 980 and im having in game issues 

 

Battlefield 4 

Dying light 

Far cry 4

 

in game im running @1080p  setting on ultra. during some play sessions my frames will not go over 20-40 fps no matter how low i crank the settings.

and the problem wont resolve it self until i reboot my PC and than my FPS will return to normal. 90FPS - 160fps

 

it has happened on more than one occasion. im wondering what could be the issue is it my pc is bottle necking or something else?

what can i do to prevent this ?

Might be driver issues. I had something like this happen before and required a driver reinstall to fix.

temps at the highest is 71C

 

case AIR 240

I7 4790k @4.6

32gb hyperX @1866mhz

Asus Maximus Gene 7 mAtx 

samsung 250gb ssd

kingston 1tb harddrive 

How old is your Windows installation? Can you close the game and open it and be fine? Can you open a different game and be fine? Did you re-install Windows after you upgraded your PC? (If you didn't build from scratch.)

windows 8.1 about 2 months old....

 

i just built this PC and also new to PC gaming. the NVIDIA Geforce experiance progame says all drivers are up to date

 

no exiting game and reopening doesnt solve the issue only a full reboot will solve it. this is about the 5th time this has happened and its becoming on a more often basis

Remove drivers completely, restart and reinstall. See if that fixes it. Monitor the GPU usage during Games with something like MSI afterburner.

will MSI Afterburner work on an EVGA card ?

Dont worry its not a dumb question:).

Yes it will. Msi Afterburner,Asus GPU tweak,EVGA precision X are all built on the same framework. Msi AFterburner is just the best of the lot.
