Selective Skype issue cannot connect/busy

Goal: videocalling a friend of mine.

Situation: the call is not coming through (they do not even receive a notification that someone is calling)

Logged in on both a computer and on android 4.4, calling from either yields the same result.

logging out on one device does not change the result.

She is currently in The Ukraine and I am in The Netherlands. Any calls to friends in The Netherlands, other western European countries, the US and Canada work. I also know that she can receive calls from The Netherlands, as another friend of mine is able to call her.

So basically, Skype seems to be selectively blocking the call? What is going on?

Make sure that you're both set to 'online' on Skype.

On a forum like this I would expect that kind of information to be unnecessary haha, we are both 'online' on all devices. (none is ever 'busy')
