Strange problem, no one found a solution yet.

Hey,

 

So, recently I've started learning Japanese, it's a ton of fun, but the next lesson was to learn typing in Japanese. I went to Control Panel to enable 'Input Indicator' on my taskbar to switch between English and Japanese.

 

This is when I've discovered the problem. When I opened Control Panel everything worked great, but as soon as I clicked on the 'Language' section, everything was slow as hell, I clicked on 'Input Methods' and had to wait 10 seconds for it to load. Other things in Control Panel work with no problems, it's just the Language section, it's painfully slow.

 

Also, when I enable the 'Input Indicator', it doesn't work. It's just a blank box, and when I click on it nothing happens. Here's a link to the screenshot: http://imgur.com/mn81juO

 

What could be the problem?

 

I'm using Windows 8.1 Professional, I did not make any hardware changes recently. I did the system check in command prompt but it did not discover any errors. 

 

Specs:

 

AMD FX8350

GTX 770

16GB RAM

128GB Samsung SSD(OS)

1TB HDD

Do you know if you still have the Japanese fonts available?

I just checked. Yes, I do have a bunch of them.

Do a disk check on your system drive. 
Open up my computer (Win+E) right click on the C drive and click properties, go over to the "Tools" Section and check the disk for errors. 
When the dialogue box comes up, check both options, hit okay, and reboot. 
When you reboot, a prompt to skip the disk check will come up; ignore it. 

This may take a while, or it may finish in 15 seconds. 
If you think it has stopped working, do NOT power down. 9 times out of 10 it is still working.

I did what you said, but when I clicked on the 'Check' option, the dialogue box that you described did not come up. The only thing that appeared was a message saying "You don't need to scan this drive", and the only option was to click 'Scan Drive'. So I did. It took about 20 seconds and no errors.

Done, but problem did not disappear. I honestly don't know why this is happening.

is it just the control panel section that is slow, or the whole computer?

If everything passes, hardware wise, and its just the control panel section, i would blame windows and leave it be..

I agree. Clean install would be the only solution. I guess I'm going to have to do it.

Also, while you are here:) I usually get 100+ FPS in any game, but recently they seem to be displaying at 30hz, at least it looks like it. It doesn't feel like I'm playing in 60fps, especially CSGO.

That one could be down to monitor settings under (Right click)>Properties>Screen Resolution.
