honestly in my experience, anything over 4 cores if you want your stream to render at high quality + play games at a high framerate. (Games take 4 cores).

 

OBS also supports hyper-threading EXTREMELY well. my i7 5820 can play games + render at the highest quality perfectly. 

 

Make sure you can also upload at a nice bitrate. You can't stream at 60fps 1080p unless your a partner, also the higher your bitrate = the more lag your VIEWERS get (not everybody has good internet)

 

720p + 30fps + high quality rendering = sweetspot for streaming. your viewers get a nice, clean picture -- and it's not like they are planning on using full-screen mode and all that. the player will probably be in 720p.
