Can't shrink volume enough Windows 8.1

So last night I wanted to create a new partition on my hard drive in order to back up all my data before updating to windows 10 TP.

However, when I went to shrink the volume on my 2TB hard drive, I was only able to create a new partition up to 48GB.

The hard drive only has 600GB of space used on it, and is not my boot drive.

It's 0% fragmented, but I ran degragmentation on it just to make sure.

Still the same problem.

Any idea why I can only shrink the drive by 48GB and not anywhere near the 1TB which is actually free.

My specs are in my signature, and I'm not at my PC at the moment so won't be able to test anything until I get home tonight.

Tried again last night with a few different methods and still nothing.

I tried Gparted, as many forums say this tool is normally used in my situation.

However, I wasn't able to make a bootable Gparted drive, even though every time I tried to, it told me that it was successful and the drive should be bootable.

Any ideas would be greatly appreciated.
