Yeah, there's an issue. You'll have 2GB's of VRAM in a time when games are gobbling up more and more VRAM.

I'd also go for an GTX970/R9 290/R9 280x/R9 280 instead (whichever you can afford).

It would be fine then. Although I'd still go with a different GPU.

$245 for a GTX 960 isn't highway robbery, it's flat out rape.

There is about 1-2% difference max between using PCIE 2.0x16 and PCIE 3.0x16. I run a GTX 970 on a PCIE 2.0x16 board and it's every bit the monster it benches as in the benchmarks you read online.

Yes. 

Even PCIE2.0x4 won't bottleneck any modern card (well, there would be a slight -- but VERY slight bottleneck at PCIE2.0x4). But PCIE2.0x8 is twice as fast as 2.0x4 and 2.0x16 is four times as fast -- so theres nothing to worry about.

If you are not in a rush for a GPU, then I would suggest waiting for AMD's refresh and see what they offer.

 

Even if you don't like what AMD future releases of GPU for whatever reason, it may cause Nvidia to lower prices to have competitive pricing, if needed against AMD.
