A cotton swab and paint thinner could do, but you might eat away at the case's original finish and the surrounding area.

What kind of paint? And what type of surface is it on? 

 

You can try gently chipping/scrapping it off. 

Its Krylon Gloss White Sray Paint, Its on this glossy black plasticy surface, its really just a black accent spot that I want to clean up

I'd advise gently chipping the worst off if there's a larger amount of it. Then take a Q-Tip with some paint thinner and remove the rest.
