Windows 7 Screen Layout Not Saving When Applied

After I installed the NVIDIA update for my 750Ti aero and transparency no longer work and my dual monitor screen layout derps out.

 

I have uploaded 2 pictures of my "screen resolution" window. One is what it I used to have it set to and want it at and the other is what it goes to when I click "apply". Anyone know what I can do to make this work correctly? No matter what I do I cannot get it set to what I want it to be.

 

As for windows aero, I hate the look of the basic thing and I want aero back. I've rerun the WEI and it says something like 7.7 for transparency so I have no idea why it doesn't work when I try to set it to a theme in "personalize".
